Converting strategies, indicators and targets into real improvements on the ground is vital to the Partnership’s success. In 2008 the Government introduced a National Indicator Set (NIS) of 198 indicators to be reported annually which will form the basis of the widely publicised Comprehensive Area Assessment (CAA) for each local area. Some indicators can be measured monthly, others bi-annually or annually. Progress is publicised through LSP Achievements and the press. There are different levels for analysing and managing performance.
The Sustainable Community Plan is based upon delivering 83 of the national indicators.
The Local Area Agreement is based upon a negotiated set of indicators drawn from the Sustainable Community Plan that represent the priority needs of the area as agreed by the Partnership and Government. There are 34 LAA national indicators, 6 local indicators (from the NIS) and 14 Mandatory Children and Young People indicators (also from the NIS). Each indicator has a Delivery Plan.
Responsibility for agreeing and setting indicators and targets as shown in the LSP Business Process lies with the LSP Board. The responsibility for delivery and remedial actions rest with the LSP Board and the five Thematic Groups:

Safer Communities
Healthier Communities and Older People
Communities and Neighbourhoods
Children and Young People
Finally the performance and delivery of the Area Based Grant is reported to the Statutory Officers Group, St Helens Council Executive, LSP Board and the Thematic Groups.
