St.Helens Together LSP

St.Helens Together is the Local Strategic Partnership (LSP) for the Borough of St.Helens. The Borough has strong partnership foundations going back many years and this has brought together public services, businesses, the voluntary sector and the local community to plan and work together. This allows different initiatives and services to support one another and deliver more focused and effective outcomes for the people of St.Helens.

The LSP itself has no statutory powers and remains voluntary. It is expected, however, to provide a representative, community-driven forum to lead and articulate local needs and aspirations and to reconcile competing interests. It is collectively reviewing and steering public resources to agreed and shared priorities whilst also ensuring that delivery arrangements are in place. St.Helens Council within the Partnership initiates and maintains momentum, ensures appropriate representation, strengthens democratic accountability and undertakes a scrutiny role.

The LSP Board leads the Partnership overall and determines strategy, governance arrangements and resources. It is also responsible for all Partnership developments, delivery plans and value for money through rigorous performance management, particularly with regard to the successful implementation of the Local Area Agreement. The Statutory Officer Group support all aspects of the work of the LSP Board and review the actions and recommendations of the five Thematic Groups of the Partnership delivering the key themes of Children and Young People, Communities and Neighbourhoods, Economic Development and Enterprise, Healthier Communities and Older People and Safer Communities.

The LSP works closely to agree, publish and deliver key local strategies such as the Story of Place (SOP), St Helens Sustainable Community Plan 2008-2018 (SCP) and St Helens Local Area Agreement 2008-2011 (LAA). These draw together a wide range of targeted plans and strategies to deal with crime, health, jobs and skills, social care, education, housing, regeneration, culture, leisure, highways and the environment.
